The Town Council announced the appointment of a new Town Treasurer: Gail Wilcox. Ms. Wilcox's impressive professional background includes her tenure as Assistant Vice President of Financial Reporting at Washington Trust Bank. Notably, she previously served as the Treasurer for the Town of Charlestown from 2005 to 2007. Additionally, she has contributed her expertise as an employee of a major auditing firm and has held key finance positions such as Assistant Director of Administration and Finance for the Chariho Regional School District, Director of Finance for the North Kingstown School District, and Director of Administration and Finance for the East Greenwich School District.
The ownership of the Churchwoods development was clarified. When Washington County Community Development dissolved around 2022, the Blackstone Valley Development Corporation became the sole owner of Churchwoods. Wingate is the management company for Churchwoods since 2017 and their involvement will continue. The septic system notice of violation has been resolved. There was considerable discussion for the Council to be assured that management is in place in case of future problems.
The Council awarded the bid for development of Commercial and Village Design Standards to Libra Planners, according to the recommendation of the Planning Commission.
The Council discussed Accessory Dwelling Unit regulations in light of general assembly actions. There seems to be several interpretations of current State law and towns are approaching it in a couple ways. The Council concluded by asking the Town Planner, Building Official, and Solicitor to study the situation and prepare a report for the August 15, 2023 Council meeting on ways to proceed with ADUs, geared toward housing for those with disabilities, over the age of 62, and low and moderate income housing.
